hahaha believe it or not "cool down" time is pretty much wasted time in a public server specially in a mode where you already spend a fair amount of time spectating others (i.e. frozen) so that would definitivelly be a turn off for various guys around (ex. there's people who just join for short games if they have to wait long before the game actually starts they might be put off by that). traditionally the warm up/intermission time between games is just the strickly necessary to give everyone enough time to check the scores and connect to the next map. nowadays that time in almost any hardware and connection is pretty much almost zero but back in the day it was usual that it took 10-15 seconds for the people to actually load and connect to a new map, specially in custom server with custom maps.
I doubt that setting pause between matches on 1 minute will cost us to lose players.
In reality i can not even write a one sentence praising somebody for skills or gloating and new match begins. Just not enough time to write anything meaningful in chat.

You don't always get to see your position either due to getting swapped at end of game as soon as it finishes
But agree another 10/20secs won't hurt spread across end of game and warmup time
Perhaps if five players typed ready it will skip the extra time or something
10 more secs (i.e. half a minute warmup) seems more reasonable to me, beyond that it's overkill for a public server. as for the intermission it goes as long as people stay there without clicking the mouse or at leas 5 seconds so if it's moving fast, it's because people is demanding it. maybe it could be made to 10 seconds or something at most. anyway, once again the thing is that nobody likes waiting in a public server.
